issuectl

This product includes vendored wordlists used for generating issue slugs
in `intensifier-adjective-noun` form (e.g. `extremely-quiet-otter`). The
wordlists are checked into `src/slug/wordlists/` and rebuilt from the raw
source files in `tools/wordlists/sources/`.

The intensifier list (`tools/wordlists/sources/intensifiers.txt`) is a
hand-curated set of English degree adverbs assembled for this project; no
external source attribution applies.

Wordlists were filtered to lowercase ASCII words of 3–12 characters and
deduplicated. The filtered sets ship as Rust source under
`src/slug/wordlists/`.
