Configuration for retry policy.

Fields

max_retries: u8

Number of additional attempts after the first (so 0 = no retry).

overall_budget_ms: u32

Optional cap on how long to spend retrying a single command (ms). 0 disables the cap; the default REPLY_DELAY budget per attempt still applies.
