### 3. Predicted Files

List the files each issue will likely modify. Be specific -- use full paths.

### 4. Migration Check

Does this issue require a database migration? (`has_migration: true/false`)

## Conflict Detection Rules

**CANNOT parallelize** (must be in separate sequential batches):
- Both issues require database migrations
- Explicit dependency between issues (one needs the other's output)

**CAN parallelize** (even with some file overlap):
- Different modules with incidental shared files (merge step handles rebase conflicts)
- One issue is read-heavy, the other is write-heavy in the same area

**IDEAL parallel candidates**:
- Completely different areas of the codebase
- Different modules with no shared files
- One is docs-only

## Batching Rules

- Maximum 5 issues per batch
- Issues in the same batch run in parallel
- Batches run sequentially (batch 1 completes before batch 2 starts)
- If all issues are independent, put them all in one batch (up to the max)
- If there are dependencies, order batches so dependencies resolve first
