City Hall is Aptlantis's operating environment for structured human-and-agent software work. It connects intent, standards, bounded tasks, decisions, artifacts, and evidence so work remains understandable across time and handoff.

Approved examples under `/city-hall/standards/<slug>/` have captions, relative source references and illustrative/recorded classifications in the detail dataset. Recorded observations retain their date and scope; illustrative examples do not establish compliance. Edited explanations remain separate from generated manifest summaries at `/city-hall/components/<slug>.md`.
